Committee Nodes — Model Mandates and First Deliverables
Draft created November 6, 2026 · Prepared operating plan, not a committee authorization or assignment to a named office
Common node contract
Each node must define a legitimate legislative question, applicable jurisdiction, current authority, accountable counsel, source plan, proportionate collection scope, access restrictions and independent reviewer. It shall produce an authorization memorandum, legislative-purpose memorandum, custodian/request map, evidence/counterevidence register and proposed legislative options. The Hub coordinates services; each authorized committee owns its process and release decisions.
No person is designated a suspect by this plan. A business relationship, payment, policy change or shared address must be evaluated against alternative explanations and legal elements. A filed allegation is reported as an allegation. A referral is not a finding of guilt.
Oversight and Government Reform node
Mandate: examine executive-branch administration, conflicts controls, procurement, government property and information practices within the committee's actual jurisdiction. Identify whether existing disclosures, screening, procurement controls and records practices adequately reveal and mitigate financial conflicts.
First deliverables: an administrative-control gap map; an office/decision/custodian inventory; publicly supported transaction-policy questions; a preservation and voluntary-request plan; and draft oversight/reform options. Seek the narrow records necessary to evaluate the question, preserving contrary evidence and ordinary commercial explanations.
Coordination: share lawful administrative findings with the appropriate subject-matter nodes and request joint support for overlapping questions. The Seven-Member Rule has specific committee and procedural requirements; it is neither a private power nor an automatic litigation remedy. Use the authority chapter's current analysis.
Judiciary node
Mandate: evaluate criminal/civil enforcement design, judicial process, constitutional rights, relevant legal administration and the adequacy of legal remedies within actual jurisdiction. Examine legal gaps rather than substitute congressional judgment for a prosecutor's charging decision.
First deliverables: a legislative-options and statutory-elements crosswalk; constitutional/privilege/immunity issue matrix; witness-rights and transcript procedures; and enforcement triage with OGC under actual authority. Apply the special presidential-information analysis where relevant rather than label every third-party demand immune from objection.
Coordination: assist other nodes with purpose, scope, accommodation, use restrictions and proposed legal reforms. An impeachment inquiry, if selected by competent officials, requires its own proper authority and framing; it is not silently created here.
Financial Services node
Mandate: evaluate banking, securities, financial institutions, payments and relevant regulatory controls within actual jurisdiction. Distinguish ordinary underlying records from SARs and other protected reports, and distinguish transaction tracing from attribution and beneficial control.
First deliverables: a bank/issuer/intermediary and record-custodian map; public filing/transaction reconciliation; a dated regulatory-controls map; and narrow proposed record categories linked to legislative questions. Crypto analysis records chain, contract, units, timestamps, transaction identifiers and attribution limitations.
Coordination: work with other jurisdictional committees, including Agriculture where commodity or derivatives issues require it. FinCEN and tax access depend on actual statutory/regulatory authorization. A liquidity pool without a responsible custodian is not a legal person capable of complying merely because a graph names it.
Ways and Means node
Mandate: evaluate revenue, tax administration, customs and reciprocal-trade matters within actual jurisdiction. Develop precise legislative questions before seeking returns or return information.
First deliverables: a tax/trade legislative-question register; an independently sourced public-record analysis; a proposed §6103 request only through an authorized statutory recipient and route; and a restricted-access and redisclosure plan. Identify taxpayers, periods, need, recipients and safeguards in the competent office's actual instrument.
Coordination: share ordinary lawful public or otherwise releasable material through approved channels. A common investigative purpose does not permit all Hub staff to see tax material or a general handoff to state prosecutors. Counsel identifies the particular statutory disclosure route for each proposed use.
Rules and House Administration support
Mandate: assist authorized offices with procedural design, parliamentary conformity, staffing/funding arrangements, approved systems and records practices. This support lane is not an alternative investigation committee.
First deliverables: review Appendix A against the actual organizational package; identify conforming numbering and witness/minority protections; evaluate emergency procedure language, employment authority and systems approval; and record which proposals are adopted, revised or rejected. Only responsible House bodies make those decisions.
Senate liaison
Mandate: identify relevant independently authorized Senate inquiries and discuss lawful coordination. PSI, Finance, Banking, Judiciary or other bodies participate according to their own jurisdiction, rules, delegations and legal access.
First deliverables: a proposed liaison agreement covering questions, independent process, duplicate demands, custody, restrictions and release consultation. Senate civil-enforcement statutes have their own scope and exceptions; the House does not acquire them through liaison.
Shared sequence and acceptance
- Confirm actual authority and scope, not a planning label.
- Produce the purpose/alternatives and custodian map.
- Collect sufficient lawful material with custody and entitlements.
- Reconcile records, entity identity, timelines and contrary evidence.
- Obtain independent methods and legal/privacy review.
- Develop supported legislative findings or options.
- Review any release/referral separately under controlling law.
A node is operational only when its responsible institution appoints staff, authorizes the work and approves its systems. Having this complete draft means the proposed work plan is available to copy and adapt; it does not establish official committee action.
