Central Legal Hub — Model Operating Charter
Draft created November 6, 2026 · Prepared for adaptation by authorized House offices · Not adopted institutional authority
1. Purpose and legislative foundation
The participating committees establish, upon lawful approval and funding, a shared professional service to support oversight of the administration and adequacy of Federal financial-integrity laws and the development of legislative proposals. The service shall identify evidentiary gaps, reduce duplicative requests, reconcile financial records and preserve competing explanations. It shall not adjudicate guilt, act as a prosecutor, or investigate solely to expose or punish a private person.
Each workstream shall state a specific legislative question, the issuing committee's jurisdiction, the relevant current authority, information needed and alternatives considered. The Hub's internal assignment does not authorize compulsory process, access to a protected dataset or communication in the name of a committee.
2. Membership and decision rights
Participation requires the written approval of the responsible committee leadership and the administrative and funding approvals applicable to the proposed arrangement. Each committee retains its issuing, custody and release authority. Majority and minority designees shall receive material at the same time when entitled to it. A joint-inquiry agreement shall identify the lead request, participating counsel, record custodians and dispute-resolution route before collection.
The staff director coordinates resources and deadlines. Chief investigative counsel reviews scope, authorization, privilege and examination plans. Legislative counsel maintains the purpose-to-information crosswalk. The forensic lead owns reproducible analysis. The records/security owner controls intake, integrity, entitlements and export. Independent verification personnel may reject an interpretation or proposed release and shall preserve contrary evidence.
The chair-and-ranking-member leadership conference resolves scheduling and duplication questions. Jurisdictional or institutional disputes proceed through the responsible House leadership and Parliamentarian; staff consensus does not change a committee's powers. OGC representation follows actual institutional direction and applicable law.
3. Committee-node operating agreement
Each node shall keep an authorization memorandum, legislative-purpose memorandum, request/custodian map, production and objection log, alternative-explanations register and release decision register. Shared professional support is assigned through a bounded work record naming the question, owner, permitted material, expected output and reviewer.
Oversight, Judiciary, Financial Services and Ways and Means coordinate within their actual jurisdictions. Agriculture, House Administration and other committees participate when their subject-matter responsibilities apply. Senate involvement requires independent Senate authority and an agreement covering lawful receipt and disclosure; this House charter does not authorize Senate process.
4. Evidence custody and lawful access
The evidence service shall preserve original records, intake receipts, source identifiers, cryptographic integrity digests, transformations and append-only custody events. A digest proves integrity of collected bytes, not truth. Entity merges and analytical transformations must be explainable and reversible.
A common catalog shall enforce entitlements before search, retrieval, graph generation or summarization. Tax information, SAR information, court/grand-jury restrictions, classified information and confidential committee records require separately governed compartments. Metadata, derivatives, embeddings and model context inherit source restrictions. No general Hub role grants statutory access. Public cloud or AI tooling requires approval for the actual material and deployment.
The records/security owner shall record each item's legal access basis, permitted viewers, retention/hold obligations and export conditions. No item leaves its compartment until the originating authority and counsel approve the particular disclosure. Ordinary underlying business records should be distinguished from restricted reporting products. Information must not be relabeled or paraphrased to evade restrictions.
5. Collection and examination workflow
Open a matter only after jurisdiction and legislative purpose review. Seek sufficient lawful public or voluntary sources before burdensome demands. Any subpoena, deposition or compulsory examination must satisfy actual committee organization, delegation, notice, service and rights requirements. The model resolution in Appendix A supplies proposed procedures, not already adopted authority.
Counsel shall preserve specific privilege objections and accommodation efforts. Examinations should use properly authenticated exhibits, fair majority/minority procedures, accurate transcription and a documented witness-correction process. Public presentation follows independent source, context, rights and release review; selective excerpts may not conceal material contrary evidence.
6. State liaison and referral decisions
State liaison counsel may prepare a proposed referral dossier using Appendix D. Each item requires a disclosure and use review, with independent-source and immunity/taint analysis where needed. The receiving AG or DA independently determines jurisdiction, investigation and enforcement. Staff may not promise immunity, threaten a prosecution they do not control, direct charging or use a civil inquiry to bypass limits on criminal use.
An ongoing referral-review queue is permitted; automatic transfer is not. Protected material shall not enter the public project, ordinary shared document comments, a social platform or an unapproved service. The public PWA contains methods and models only.
7. Reporting, correction and continuity
The Hub's internal report shall distinguish supported facts, source allegations, inferences, unknowns and counterevidence. The public report shall include only authorized material with source support and limitations. A proposed graph relationship does not establish wrongdoing.
Errors trigger correction review, suspension of affected derivatives where appropriate and an auditable change record. End-of-Congress planning shall preserve lawful records custody, holds, disposition and institutional handoff. Access is revoked upon role termination without deleting records subject to preservation obligations.
8. Adoption record and conditions
This charter becomes an institutional instrument only when the responsible bodies approve its scope, funding, personnel, systems and decision rights through their actual procedures. Their adoption record must identify the approving authority, date, applicable rules, participating offices, designated custodians and permitted implementation scope. No signature, endorsement, appropriation or institutional act is supplied by this model.
